a. Consent Calendar - None.

b. Public Hearing

(1) USE PERMIT APPLICATION UP-2012-00207, by Schnitzer Steel, Inc., requesting approval to expand an existing metal-recycling facility operation to include processing of recycled materials, including end-of-life vehicles, used appliances, and metal construction/demolition debris. The recycling process will include cutting, compacting, and baling of materials in order to efficiently transport by truck or by rail, utilizing an existing rail spur to the property. Expansion of the use will include outside storage of materials prior to transport. The property is located at 8013 and 8031 Eastside Road, with access from State Route 273 at the River Ranch Road/Metz Road access point, in an "HI" Heavy Industry District. Environmental Determination: Negative Declaration. Staff Recommendation: Adoption of the Negative Declaration and approval. L-010-390  ADOPTED NEGATIVE DECLARATION AND APPROVED

(2) GENERAL PLAN AMENDMENT GPA-2012-00430, initiated by the City of Redding, proposing to add several policies to the Transportation Element of the General Plan related to the development of "Complete Streets." "Complete Streets" describes a comprehensive, integrated transportation network that is designed, constructed, and maintained to foster safe and convenient travel along and across streets for all users, including pedestrians, bicyclists, motor vehicles, public transportation, emergency vehicles, freight, and people of all ages and abilities. State law requires local jurisdictions to include policies promoting the development of Complete Streets in their local General Plan. Environmental Determination: Addendum to the General Plan Environmental Impact Report. Staff Recommendation: Recommend to the City Council adoption of the Addendum to the General Plan Environmental Impact Report, adoption of amendments to the Transportation Element, and adoption of a City Council Complete Streets Resolution. G-030-010   RECOMMENDED ADOPTION OF THE ADDENDUM AND RESOLUTION TO THE CITY COUNCIL
