THE COMMUNITY
The City of Redding, a dynamic community with a population over 90,000, is located at the northern end of the Sacramento Valley, 150 miles north of Sacramento. Redding has a superb climate with moderate springs and falls, sunny summers with low humidity, and mild winters. Warm weather signals the start of after-work and weekend trips to the local lakes, Shasta and Whiskeytown, as well as the Sacramento River. Snow decorates nearby Mt. Shasta and Mt. Lassen year round. Snow skiing, sledding and other winter sports are abundant within a short drive. A 28 mile trail along the Sacramento River, numerous community parks, a world class museum and arboretum complex, and continuous community events provide for a healthy environment in which to live and work. Redding is truly a fabulous location for those interested in an active outdoor lifestyle.
The community offers an impressive complement of housing in all areas and housing types:
riverfront, mountain view, country acreage, and traditional subdivision. The median home price is well below the statewide average. Redding has excellent schools. Shasta Community College, Simpson University and National University provide advanced educational opportunities. Chico State University is located only 70 miles south of Redding, and offers extension courses in Redding. Redding has a low crime rate. In addition, a wide variety of cultural and community activities support a great quality of life in Redding.

THE ORGANIZATION
Redding is a beautiful city with an excellent, supportive City Council and a dynamic and dedicated management team. The City Council, City Manager, and City employees take pride in working in partnership with an active and involved citizenry to continually improve our community. The City of Redding is fortunate to have a top-quality workforce that includes more than 800 full-time and 200 part-time employees that help make the City Council and community visions a reality. City Manager Kurt Starman and his senior staff guide the organization.
Redding is a full-service city with a total budget of $291 million. The General Fund budget of $73 million. The General Fund provides most of the City's core services including public safety, street maintenance, parks, and recreation programming. Every fund has a long range financial plan.

ABOUT THE POSITION
The Personnel Director reports directly to the City Manager and plans, organizes, and directs the activities of the Personnel Department which includes Personnel, Risk Management, Volunteer Services, Health and Welfare Benefits Program, Payroll and Labor Relations.

DUTIES PERFORMED
Participate as a member of the City's senior management team, actively supporting improvement of the City organization.
Plan, organize, and direct the activities of the Personnel Department; administer and enforce City personnel rules, regulations, and policies.
Select and/or oversee the selection, training, and evaluation of employees.
Plan and administer City employment activities, including classification and examination development and administration.
Organize and implement classification and compensation systems, including pay for performance; prepare and conduct salary surveys and studies; prepare background materials for labor negotiations.
Consult with department directors on disciplinary issues and personnel related problems.
Coordinate and develop City-wide employee training programs. Recommend training programs.
Represent the City as the Chief Negotiator during labor negotiations.
Maintain overall responsibility for departmental budget.
Review and negotiate, with the assistance of outside consultation, the City's employee health and welfare insurance benefit programs.
Plan, organize, and administer the operation and work of the Risk Management Division, including workers' compensation claims adjustment, liability claims, and loss prevention.
Plan, organize, and administer the operation and work of the City's volunteer services program.
Plan, organize, and administer the operation and work of the City's group health and welfare benefits and payroll program.
Prepare and present agenda items to the City Council.
Perform related duties as assigned.

QUALIFICATIONS
Knowledge of: Principles and practices of public personnel administration; principles of
organization and management; principles and methods of recruitment, classification, compensation and training; employment/workers' compensation law; labor relations; public administration and general municipal government operations; budget development and administration; effective supervisory techniques; and employee insurance benefit programs.
Ability to: Interact effectively with the public and employees; communicate effectively orally and in writing; plan and administer the activities of the Personnel Department; make effective presentations to the City Council and the public; enforce City policies and procedures, as well as the provisions of various Memoranda of Understanding; effectively administer and monitor group insurance programs; direct the work of subordinate personnel; and maintain effective working relationships with directors and operating departments.
Education: Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying; typical education would include a Bachelor's degree from an accredited college or university in business or public administration with emphasis on personnel management.
Experience: Typical experience would include seven years' progressive relevant experience in personnel administration, including three years' supervisory experience.
Special Requirements: Possession of the appropriate California driver's license, or the ability to acquire one within ten days of appointment.

BENEFITS
City-paid employee share of PERS (7%), 2% at 55 plan, single highest year, PARS 2.7% at 55, and Employer Paid Member Contribution (reporting of 7% employee share as compensation).
Excellent medical, dental and vision benefits for employee and dependents (90% of premium paid by City).
Life insurance equal to two times annual salary for employee and $3,000 for each dependent.
Long-term disability insurance.
Nine and a half fixed holidays, four floating holidays, and up to 80 hours of administrative leave.
Twelve days of sick leave accrued per year. With 10 plus years, eligible sick leave transfers to Retiree Health Savings Plan on pre-tax basis upon retirement. Remaining sick leave converts to service credit through CalPERS.
Deferred Compensation-457 plan available for employee contribution.
No Social Security participation.
AFLAC supplemental insurance plans available at employee expense on a pre-tax basis.
Credit Unions available.

Salary: Up to $9,876 per month depending on qualifications.
