About the City of Redding

The City has a population of 85,000 and is located at the north end of the great Sacramento Valley, 150 miles north of Sacramento. Redding has a superb climate, a moderate spring and fall; warm, sunny summers with low humidity; and mild winters that seldom fall below freezing. Summer signals the after-work outing to Shasta Lake and Whiskeytown Lake for fishing, swimming, picnicking, boating, camping and water skiing. The snow that decorates the surrounding mountains in winter means it is time to put away the boat and dig out the sled, the snow-mobile, or the skis and head for the mountains. SALARY:
The starting wage or salary range is shown on the announcement. Advancement in the range is in accordance with wage and salary resolutions approved by City Council.

SELECTION PROCEDURE:
All completed applications and supplemental applications will be reviewed. Based on the information provided in the application documents, the best qualified applicants will be invited for further examination. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phases of the examination. Depending upon the number of applications received, the examination may consist of an application screening, written exam, practical exam, oral interview or any combination of these. Backgrounds are carefully checked.

HIRING PROCEDURES:
Employment eligibility lists are established by ranking candidates according to their overall score by examination (written and/or oral). The candidates must be successful in each part of the examination. To fill each vacancy, the hiring department will request applicants from the employment list, and will make a selection from the list. Lists remain in effect for a period to be determined by the Personnel Director.

MEDICAL REQUIREMENTS:
A medical examination must be completed satisfactorily after an offer of employment and before a starting date to ensure that essential functions of a position can be performed; some positions may also require psychological testing.

SUBSTANCE USE TESTING:
The City of Redding promotes a drug-free workplace. Substance use testing will be conducted prior to reporting for work.

FINGERPRINTING:
All employees are fingerprinted for purposes of conducting criminal background checks. A job offer can be revoked based on a criminal background check.

LOYALTY OATH:
All City employees are required to take and sign a loyalty oath.

PROBATIONARY PERIOD:
Employees serve a probationary period ranging from one to one and a half years depending upon the classification of the position. An employee may be terminated without cause and recourse during the probationary period.

EMPLOYMENT EXPENSES:
Applicants are responsible for any personal expenses incurred during the selection and hiring process unless otherwise approved by the City Manager.

Benefits

The following benefits apply to full-time regular employees:

HOLIDAYS:
An average of thirteen and a half per year. Fire Association covered employees receive a payment in lieu of holidays.

VACATION:
Two weeks per year up to the fourth year of service, three weeks up to nine years of service, three and a half weeks up to fourteen years of service, four weeks up to nineteen years of service, four and a half weeks up to twenty-four years of service, five weeks after twenty-four years of service. For accrual rates for Fire Department shift employees, refer to MOU. Part-time and temporary employees may be eligible for some vacation/paid time off benefits.

SICK LEAVE:
Twelve working days of sick leave are accrued each year. Unused sick leave may be credited toward retirement. For accrual rates for Fire Department shift employees, refer to MOU.

INSURANCE:
Premiums paid by the City for medical, dental, vision, and life for employees and dependents, and long-term disability for employees. Some employees pay for SDI.

RETIREMENT:
Full-time employees are not covered under the Social Security System. Employees are covered by the Public Employees Retirement System. City pays 7 percent of employees cost for miscellaneous employees and 9 percent for Public Safety. Membership is mandatory. EPMC reported to PERS as compensation for management, police, fire, and I.B.E.W. Electric employees.

ADMINISTRATIVE LEAVE:
Management positions are eligible to receive 40 hours of administrative leave per calendar year as authorized by the department director; additional leave up to 40 hours may be granted by the City Manager.

TUITION REIMBURSEMENT:
Available for interested employees for job-related course work. Prior approval required.

CREDIT UNION:
Available for interested employees.

DEFERRED COMPENSATION PLANS:
Available for interested employees.

AGENCY SHOP REQUIREMENTS:
Some job classifications are in collective bargaining units, the employees of which are required to join a union and pay dues or pay an equivalent service fee.

SOCIAL SECURITY:
Some part-time and seasonal employees participate in the Social Security System. The tax rate is 6.2% for employers and employees.

PARS:
Some part-time employees participate in PARS. The rate is 3.75% for employers and employees.

SDI:
All SEIU represented employees participate at their own expense.

MEDICARE:
Employees hired after April 1, 1986 are required to contribute 1.45% of salary.

EVIDENCE OF IDENTITY AND EMPLOYMENT ELIGIBILITY:
In compliance with the Immigration Reform and Control Act of 1986, the City requires all new employees, upon hire, to present original documents that will provide evidence of identity and employment eligibility; i.e. social security card and valid drivers license.
